It's true Thomas has had a very consistent approach to Constitutional Questions, but, IMHO, not very nuanced.

And that's where he gets a downgrade from the Legal Scholars. He is a kind of one size (answer) fits all type of Judge

However, in terms of votes on the Court, Toobin is right. The court has come his way.

And you were right too--about Toobin's praise. I still find it hard to believe given all the brickbats thrown Thomas's way over the years, But Toobin has been reporting on legal issues for years also so he does have perspective on the issue.
