I've heard similar things. Marshall was a good lawyer (he won the Brown v Board of Ed case and had argued more cases before the SC than anyone else at the time he was appointed), but he was put on the Court as a political symbol. BTW his nomination to a federal court by JFK effectively ended his legal career.
