No, instead of the insurer paying for contraceptives, the user pays for contraception. They do anyway even if its on the insurance, then they pay for the insurance profit and overhead as well. Real insurance is for unpredictable and at least relatively major risks, there is little or no benefit from it for predictable and relatively small costs.

So beyond the infringement on liberty, and dubious constitutionality involved with the law, you also have no real benefit for the person who wants the contraception.
