I can't speak for them, but I assume that people who go to PP do so voluntarily and can take or leave their procedures whereas people at Abortion clinics will be forced, if they want the abortion, to undergo the procedure.

I'm speculating here, but I'm assuming it's also a form of economic discrimination as more affluent people can purchase morning after pills on thier own, but medicaid recipients/welfare people who have to buy the pill with government money might not have the where with all to purchase it and hence be forced into a procedure ( in order to get the pill) they don't like.

I also think that a lot of woman think that this procedure would be invasive for a morning after pill. In other words women who are facing an abortion see the necessity of a vaginal ultra sound, but woman who just want a morning after pill to abort, only in the most technical sense, a fertilized egg would not see the necessity for it.

So probably the difference is having to get an ultra sound for morning after pill would be considered intrusive by woman.

I may not have gotten this exactly right as I am not yet "up" on all the facts. Anyone else here who knows feel free to clarify.
