Good question and this brings us to the dreadful "Death Panels" confrontation.

A universal system in order to fiscally function cannot perform unnecessary procedures. There has to be some way of nay saying in it. All patients will not get all treatment. If the experts say your terminal the system doesn't not pick up the cost. The patient is free to seek tx on the private global market if he chooses.

As for me personally, I 'd have to evaluate all the variables before I could decide.
