Well, that still leaves 35 states where insurance companies do make a profit.

I don't understand why insurance companies in those 15 states would even enter the business if they can't make a profit. How does that work?

Or are you saying non-profit organizations set up there own insurance companies and, if so, how do they get the capital to do that?
