Is Ayn Rand a Libertarian?

According to this little essay, the Libertarian philosophy has been aound a long tme.

So tell me, where do you find any time in history where a group of like minded Libertarians come together in a community (no matter how big or small) and are successful in living together in a civil manner?

I don't think even Ayn Rand had the imagination to create such a commuity in a fictional world.
