There you're back to your world of "most people" again. The desperate ones I guarantee you. If it is the difference between getting a contraceptive they want and need and telling a nonsensical lie to get it they will tell the lie. Soooooo, again you penalize those so honest they won't lie and reward others. Why not just stay out of the morality game Tim?
