In situations like this I find myself trying to guess whether the party with whom I'm conversing really doesn't comprehend or whether he's just being a prick. I don't know how to differentiate other than to repeat, phrasing things a bit differently. So, to that end:

I thought I had made myself clear that, unlike the FDA, I do not consider the morning-after pill properly classified as a contraceptive.

But I know better than to take basic language comprehension as a given...
