How is that a reason for the opposition not to go for it?

Because they want the subsidy provided. Ideally they want it as directly tied to birth control as possible. They want the substance of the subsidy, they also want the optics to align with promoting birth control, and slamming down any religious objection to paying for it.

Who are you considering "the opposition"?

Those for whom this is a big issue, such as those who call not paying for it "imposing religious control on women", esp. those in organized political groups around subjects like this.
