Most of the cost is paid by individuals. Full employment for periodontists. Holding down health care costs is good for society when it's socialized. When it's free market, not so much. Re the heart connection, I recognize that there's some cost there but it would be hard to isolate it to flossing. People who don't take care of their mouths probably have inflammation from a whole host of things so they'd have heart problems anyway.
