The part of the Obama Care Bill that I read set up an institute to study efficacy, or something like that. I was assigned ten pages, but I had to read the previous ten and the subsequent ten to make any sense of it, and then it was still confusing.

Nobody could read the whole damn thing and understand it. Good grief, the whole constitution is only about 12 pages. No wonder congress critters love to make their bills so bulky. You could hide a huge earmark in one and nobody would notice except those who want the benefits of the earmark.
