DEC is comparing the JBI system to one like the garbage burning systems.

In those systems air is used as an integral part of the conversion process.

In JBI's process air is excluded from the process.

The off gasses are used to provide heat. Those are considered to be natural gas equivalents by DEC.

If you disagree with the terminology I suggest you take it up with DEC.
