A guy spends 20 years as an REMF shuffling paper and then getting lifetime care is not on my radar screen. The folks like them who have no service connected disability must pass a means test today before getting into the VA system and then if they get in they must pay according to their means. Was it always like that? I don't know. Coincidentally I received my first copy of the VA "Veterans Health Benefits Handbook" in today's mail. It is the first I ever saw. It may be the first ever. The published date is February 2012. Hey that is this month, I'll look through it.
