In ways in which the church might as an organization be controlling, its been shrinking since at least the Protest Reformation, really since before that, not expanding.

There's an ebb and flow. Right now it's flow. Perhaps a trickle, but hardly an ebb.

Expanding what you do isn't an encroachment on others.

Encroachment does not require force, just occupation. Forest is said to encroach on cities; cities encroach on forests. No force there. They just insinuate themselves in.
