Canadian oil that reaches the coast will simply be exported.

(coast = Gulf coast)

Actually no oil that reaches the coast, either from Canada or anywhere else, will be exported. It will be refined into gasoline and diesel and some of the products exported wherever needed, including the east coast of the US and Canada.
