Yes. I am always trying to find flaws in my thinking.

When one is doing a systems job, you always look at the cost of fixing the subsystem and sometimes it is not worth it, or sometimes fixing the subsystem makes the system not cost effective and so forth. I would suspect the IMF has folks that are looking at these type of trade offs. Also I am sure these first bail out $'s are not sufficient. I have never seen anyone able to project accurately the cost of something like this and the countries asking for help will never ask for sufficient funds to get the job done. It is always the political game of get them hooked and then ask for more. Same game our DoD subs play, been there done that.

Right now this instant I am concerned that Clinton is admitting we have a problem. These guys never admit there is a problem until it is a disaster.
