The Amish are a good example. They use shunning. Humans are pack animals. Exclusion is an effective power tool. It's a key tool of religious institutions. The Boy Scouts do the same thing. The Boy Scouts have sent a powerful cultural message that resonates with their target cohort, comprised of boys who want to belong. Boys who are not lone wolves know not to show sympathetic to gays. Academia and media do it wrt political perspectives. Examples abound. Not all institutional pressure is oppressive, but some of it is. Government may have ore and stronger tools but many of our institutions wield oppressive power at least sometimes.
