Interesting problem, though involves only multiplication and division.

Area of earth = 510 million sq km = 5.1 * 10**14 m3

1 barrel = .159 m3

31 billion barrels / yr = 3.1 * 10**10 barrel/yr
= 4.9 * 10**9 m3/yr

which you divide is about 10**-5 m thickness on surface

which is 10**-2mm

which is 1/20th the thickness of a human hair

hardly "knee-deep"

still would make a nice slick for that rainbow diffraction of light

and would probably give a good lube for mother earth.
