Whom do you blame for NYC becoming a cesspool by the 1970s?

I have a long list but this is one I can't blame the GOP for.. A big part is huge demographic shifts, white flight, Johnson's great society program, loss of good union jobs, drug culture and 60's hippie movement and Robert Moses massive public works projects I linked on the RE investing board
