I believe sir, this is your 'culprit': vcrhouston.com Some sort of voter consumer research company that does ... surveys. It is interesting that some of their surveys, the first question is "Did I reach you on a cell phone?" and if you say "no" the callers are to thank you and hang up.. But, at any rate, this seems to be the company.
