If they truly want to stop using, no one can stop them; If they don't truly want to stop, no one can make them.

Wanting to stop using is, IMO, a necessary but not a sufficient condition. If you have worked with drug addicts, you know that some want to stop but at any given time may not be strong enough to do it. One could characterize that as just not wanting it badly enough, I suppose.

But I would agree that if they don't want to stop they will not. That goes with any addiction from cigarettes on up.
