If you cut 5% staff in any of the local municipal agencies, the decrease in service would be immediately apparent. Those people don't stand around, are severely underpaid, and each of the agencies is understaffed. I'll be happy to make detailed arguments for the agencies I know anything about. Moreover, cutting 5% of staff at the state level creates more unemployment and damages the economy even further. Which was Krugman's point.
