Junkies are pretty good drivers, they are paying a whole lot more attention to what they are doing than you are, they have a whole lot more to lose than you do and they know that. (unlike drunk drivers, each drug has it's characteristics). I'm sorry, I have to call B.S. on this one. Have you ever been in a car with a junkie who is nodding off? You are going to argue that they are paying more attention than a person who isn't under the influence? I personally don't care what people do in their own homes. Put them in a car and they are a public hazard.
