I'm betting that in most state and local governments you could cut the building and planning staff by 50% and services would not be changed.

Nonsense. I know the data from one New Jersey municipality fairly well. Such cuts there would just about bring everything to a screeching halt. If you cut our public schools--school teachers are public employees--by half, it would be an unmitigated disaster. Cut the police force by half and you could almost give up on fighting crime in town. Cut boro government staff by half and even small things like getting inspections for new boilers, hot water heaters, bathroom renovations, would take forever; if ever.

I could make an extremely long list.

What you are advocating is an ideological change of government, back to a much smaller government in a society in which it simply won't work.
