Start giving away an expensive, limited resource for free - and very soon, inevitably - you'll need an alternative way of limiting access. In some systems, patients will have to wait for very long periods of time. Or, it will be the job of bureaucrats to determine who gets what, and how soon. Bureaucrats will demand bribes. And so on. It all leads to corruption and a decrease in quality. Not only in healthcare, in everything.
