Voluntary/mandatory is not binary. Not in the real world.

But in the real world joining the Boy Scouts really is voluntary. As are most other things people do. Often there isn't even any social pressure, and even when there is some describing any degree of social pressure as making the action involuntary is unreasonable. Also having government intervene against social pressure or persuasion almost always increases the amount of force and mandates, even if your using a rather loose definition of mandatory that would include many forms of social pressure as mandates.
