I don't know if I would go as far as calling it hypocritical. The ideas is federalism, not anarchy or even confederation. Federalism respects proper roles for the federal government and for the states, and the federal role is not small. A very small national government role would result in a confederation where almost all decisions are made by the states. That's more decentralized than a federation.

The question than becomes is this the proper role for the federal government, considering the constitution, the history and traditions of the United States, and the relative ability for each level of government to handle the issue. I see this as a borderline case, as opposed to something like national defense (obviously a predominantly even overwhelmingly, but not quite total, job for the feds), or traffic laws (a state and local issue).
