Health care companies will base out of whatever state has the lowest standards so the end result is the lowest standards become the standards for all.

The standards will be set by the market, and there will be more market competition with the more open market, so it will be more able to set standards.

At the same time states will still have laws against fraud and such, no state is going to toss those out (and if they would then the current state regulation would be just as problematic).
