They aren't really going to be insured under any government policy.

Paying for existing conditions isn't insurance. Insurance is pooling risk. Neither government's paying these costs, nor governments forcing insurance companies to pay these costs, nor insurance companies voluntarily incurring these costs, no health care providers providing free treatment, nor charities paying for treatment, nor people paying out of their own pocket (when that's possible) is insurance.

Any of those methods might be ways they get health care. None of them are insurance.

So you think it is liberty to not have to get insurance and instead stick it to the tax payer?

Your conflating two different things. Liberty not to have insurance, and sticking it to the tax payer.
