Why is that the case? You can sell a low cost economy car and a cadillac in the same state, and that hasn't occurred. Many plans now provided are better than others and people and employers still take them. When I was providing health insurance for my employees I did not take the least costly,nor the most costly, I took the one that best suited their needs and that I could afford.
