The only answer is doing what is right thing and you don't want to do that. Taking care of the old poor women comes first and everything else comes second.

A good society does not leave old poor women to suffer. They are usually old and poor through no fault of their own as they out live men.

Your problem is the only solution conflicts with your ideology.
