So you want to go back to an aboriginal or tribal system of government? The American Constitution is the entire basis for our passionate love and defense of our country, and the reason so many people want to get in. Generation after generation CHOOSES the Constitution. Some of us die for it. Your argument makes no sense at all. In my view, to force a succeeding generation to live under a government it did not choose is tyranny
