Also reminds me of about 1993 when algore and Bruce Babbit were working very hard to put an 18% NSR on all gold mining on federal lands. It turned out there was someone in the Clinton administration behind the scenes that was more worried about the economy and Rubin or Greenspan talked to the greenies in the president's cabinet and the bill failed to pass and then just disappeared. On the other hand, I wouldn't be surprised if the US cuts its own throat this time.
