I think it would be better treated as a medical problem. There are several drugs that are terribly addicting. I was addicted to cocaine for a while - powdered cocaine, not crack, free-base or injected. I deliberately avoided those forms because I KNEW I'd die. I finally had some will power and took a job in a different state where I knew no dealers. I've never done any since.
