That isn't a non-seqitur, even in the way your misinterpreting it it would be a tautology not a non-sequitur. But its not a tautology either. The "it" is the fetus. Having human DNA is evidence that the fetus is a human (rather than a dog, a horse, etc.). If the "it" was the DNA, then it would be a tautology. I could have made that clearer but it still should be obvious in context.

The overall point is that the fetus is a human.
