Draft collection laws? Good question. Without asking any authority, I'll take a crack at it, assuming it means what it says. This consortium involves government officials working with private enterprise such as Manova to get the waste oil mess cleaned up with a workable system. They have been holding a series of meetings to draft a set of laws on how the oil is to collected and disposed of. They think they are finished, but I thought they were going to be finished in "mid-November". There seems to be some last minute changes. The changes are being incorporated in the laws and the consortium will meet face to face December 9 one last time to finalize the stuff. Now what it actually means may be something else again.
