The engineering is done before a project should start. That is the absolute norm in construction, and since until last year I owned a pipe manufacturing company we are always involved early on in the design end of projects since engineers tend to make costly design mistakes...to end up with outhouses does not tell the whole story.
Maybe Kenneth can help advise how many people were fired for their incompetence? Or did they receive raises in Washington?
