Almost nothing. < What is the difference in operating expenses if the company is running satellites carrying no traffic versus satellites fully loaded with traffic? > Neither does it wear the satellites out quicker. The momentum wheels don't care how many passengers they are carrying. Fuel supplies for staying on orbit are unrelated to the number of connections. The photovoltaics absorb the sunlight and charge the batteries whether there are calls being made or not. The satellites might be happier if they have lots to do, feeling useful instead of spinning their wheels alone out in the cosmos, going around and around some obscure planet forever, pointlessly.
