I would agree with you if it were controls, but water and sewer? Most engineers working that field can quote the ASME standards more readily than many contractors, and the contractors often cannot size the piping without oversizing it . However the largest contractors have engineers also and they are usually the ones who know the most about the technical aspects of the industry.

Howver many engineering firms are mostly architectural, with limited experience in other areas.
