Immediately prior to prohibition St. Louis had become a huge producer of beer. After prohibition began, there was almost no beer or wine available.

I don't think you could possibly be trying to characterize prohibition as a success. Yet, it is a fairly precise parallel to the prohibition we now have on marijuana.

But as Milton Friedman puts it, it is primarily a moral issue. Following is a video worth watching.
