Regulations and stiff taxes on alcohol are what led to the Whiskey Rebellion in 1794 and the moonshine runners of the mid-20th century (which later gave birth to NASCAR).

Drug cartels won't go away if drugs became legalized. Instead, they'll just shift their efforts to avoid the regulations that will necessarily come with legalization. The "war on drugs" will shift from enforcement of prohibition to enforcement of taxes and regulations. The DEA will just get a new name, a token reorg, and a new mission. Government will not shrink as a result.
