Would you hire a known drug (or alcohol) addict to your CPA practice?

Would you let a surgeon operate on you if you knew he or she was a drug (or alcohol) addict?

Would you feel comfortable with the driver of an 18-wheeler tailgating you and being high on meth?<?I>

Any of these people, addicted to pain medication, MAY be able to function well. It depends on the nature and extent of the addiction. Meth, coke or heroin, no. Marijuana (if you could be addicted to marijuana)? Sure -- as long as it didn't interfere with the quality of the work product.

I just think you have to consider it on a case-by-case basis. If you think all drug addicts are laying around in gutters in downtown SFO you really don't understand the problem. There are plenty of high-functioning Oxy addicts. As I previously pointed out, Limbaugh was addicted for a long time before getting caught, speaking to an audience of ~20 Million daily, and nobody knew it.

It's one thing to allow people to screw up their own lives. It's yet another thing to deny they're screwing up anyone else's lives.

That's true and if any of the people you mentioned were screwing up other people's lives then they don't need to be working, they need to be in treatment. They sure as hell don't automatically need to be in prison.
