How would a potential patient be able to assess whether their addicted doctor is affected negatively by his addiction or not? They couldn't just ask them.

It seems to me no one could and few would take the chance. Ditto for employers.

complaining about her brother-in-law addict who, as far as I can tell, leads a pretty decent life now, drug free, pays his own way, works hard, etc.

It would be good if she could forgive the recovered addict, but that may be hard for her given the history she's experienced. I don't think it's anyone elses place to lecture someone in her place.
