The problem is that it's just this kind of crap that leads people like Zimmerman to be paranoid and pissed off enough to take neighborhood security into his own hands.

I personally think that Zimmerman should have merely maintained observation of Martin, and stayed on the 911 call. When/IF Martin approached Zimmerman, he should have announced that he is on a neighborhood watch and request that Martin identify himself and his reason for being on the property.

But Zimmerman decided to escalate the situation, and it's possible that Martin did the very same thing. The only difference was that Zimmerman was armed and Martin was not.

Both of them, from the reports of Martin's call to his GF, as well as the 911 call, seemed primed for a "Alpha Male" confrontation that obviously got way out of hand and led to Martin's death.

So I blame both Zimmerman and Martin for escalating the confrontation rather than properly identifying themselves, their intent, and their reason for being there.

But I blame the local law enforcement agencies as well for permitting the situation in that neighborhood for necessitating a neighborhood watch in the first place.
