The market sees the fact that to convert all the warrants requires that we must raise all the money to do so, be we one or many warrant holders.

In my position all of the money I am willing to have into this issue (BNGO) is in (some in stock some in warrants). I'm not against selling or shorting to raise money, but it's going to be within my BNGO(W) holdings. I would rather not sell the shares I own at well less than $2 at say $6 for tax considerations.

I don't think I'm alone in holding both positions. I tried to get my broker to recognize the marginability (trades on Boston Exchange) so I could sell against box at ~$8. That clearly would have been a good play (I know hind sight).
