Virtually everything Shepard does and says can be explained very simply........he's an idiot. You don't need to explore further. I was in the same dept with him for a short while at IBM. I avoided him. You would say something to him and he would invariably come back with some short one sentence nonsensical reply that would cause you to shake your head and just walk away.
