Big on guilt , short on piety ? (and intelligence?)
Never can understand this setting up the strawman of the "arrogance of science " when usually the exact opposite is the case except for the few hot button issues like climate change or evolution . For the most part the discoverers & discoveries of science are the great generators of human charity, hope & faith plus a sense of humility at the complexity of modern human life & the future survival of populations & species habitat . And it is in science as well as international law that languages are being developed & spoken universally that find true common ground & meeting points that produce realized change or at least great force for the exploration of meeting changing conditions.
There's a few legal conspiracies that led to the formation of high level gov't agencies that coordinated & criminalized other substances like alcohol's prohibition in the last century which led to the huge incarceration numbers we now see at the same time designed far back in 1930s and reinforced later in the 1960's & 70's thru the UN creating large US federal power to do free range espionage domestically & intervene on foreign nations . ( Long before Homeland Security )

With extreme pressures from the US, marijuana was then classfied in this UN international treaty as a "drug" with equal status & same schedule with Heroin , Coccaine and other hard narcotic substances with no regard to scientific studies or reasoning . This treaty's significance was it afforded western developed countries like the US to have sanctioned powers for acting diplomatic , Military & intelligence incursionary powers for intervening overtly or clandestinely in the affairs of poorer producer nations & their conduits .
Later in 1970 this is followed on by President Richard Milhous Nixon & his then Attorney General John Mitchell comes more dirty politics & power usurping with the creation of the DEA and giving the Fed the Power for intelligence operations domestic & abroad and the beginnings of the decades failed "WAR ON DRUGS".

But it all starts earlier in the 1930s with with an ignorant vile little man & ambitious newly appointed Federal Drug Tzar in the 1930's, Harry Ansliger . He single handedly abused his powers & whipped up a frenzied campaign of fear, hate & racism against poor "Darkies" negroes & the Hispanics who were already looked at with hatred & fear from an already hurting economy percieved from the "White" Americans for taking jobs away in the lower agriculture, domestic & mining areas ...sound familiar ?
Some of the Fed's Harry Anslinger's famous quotes he used for this 1930's self aggrandisment exploitation were very effective brainwashing in that time:
“There are 100,000 total marijuana smokers in the US, and most are Negroes, Hispanics, Filipinos, and entertainers. Their Satanic music, jazz, and swing, result from marijuana use. This marijuana causes white women to seek sexual relations with Negroes, entertainers, and many others.”
“…the primary reason to outlaw marijuana is its effect on the degenerate races.”
“Marijuana is an addictive drug which produces in its users insanity, criminality, and death.”
“Reefer makes darkies think they’re as good as white men.”
“Marihuana leads to pacifism and communist brainwashing”
“You smoke a joint and you’re likely to kill your brother.”
“Marijuana is the most violence-causing drug in the history of mankind.”
Good Ken Burn's new Documentary "Prohibition" playing now on PBS ..crime, violence & corruption flourished and more people started using alcohol & death tolls rose during this period . Costs to Law enforcement went eponential...
