No it isn't Ken.

Congress constitutionally is given the power "to establish post offices and post roads", that's not the same as mandating that they do such things, let alone for a structure anything like the current post office, or for any specific service level, or a monopoly for the post office on first class mail.

That congress has a directly and obviously granted power from the constitution, only means its clearly constitutional if it does use that power, it in no way implies that it has to, or even should.
