Sigh... Little bit of knowledge is a dangerous thing.

The soil conservation thingie you're referring to is a highly localized phenomemon... The real problem is nitrates/phosphates coming from runoff. This causes phyto blooms at river delta's and costal regions. The blooms deplete the coastal areas of life giving O2 and kill off much of the fish and crustation life in enormous areas called "dead zones"...

My you sound authoritative. You must have a PhD (phoney degree), lol. At least you're not denying that the phytoplankton is declining as the other wingnuts are. There are several causes of phyto decline in the non-coastal ocean regions - 1) acidification due to CO2 and changes in pH 2) nutrient starvation due to ocean stratification as shallow areas are warming up. 3) Decline in fish populations as the phyto relies on nutrients from fish poop etc.. All comes down to global warming and overfishing... Both Anthropogenic.

As for it being the root cause of CO2 accumulation in the atmosphere, wrong!
